The Seine Mountain Complex is an Air Force installation and non-secure bunker located in unincorporated El Paso County near the city of Colorado Springs.

Space surveillance and missile warning functions are performed by the Core Processing Unit (CPS) using Honeywell H6080 computers of the Global Military Command and Control System at the Spaddock Computational Center (SCC) and the NORAD Computer System (NCS). A third computer is the functional backup for the SCC or NCS. In 1981, the H6080 failed to meet the on-time calculation requirements.
Peterson, Schriever, Cheyenne Mountain To Become Space Force Bases
NORAD had a continuous warning and assessment system that was not fully automated in the Chain Mountain complex in the 1970s. In 1979, the Seine Mountain Campus Development Project 427M system was fully operational.
It is an integrated Chain Mountain upgrade program for command cter, space, ballistic missile and space operations, developed using new software technologies and designed for computers with large processing power.
The 427M system had three main sections: the Communications Systems Section (CSS), the NORAD Computer System (NCS), and the Space Computing Cter (SCC).
The 425L command and control system, visual information processor, command Cter processing system, and other hardware were replaced by the NORAD Computer System (NCS). The new system is designed to streamline multiple databases, improve on-line display capabilities, and coordinate mission alert information processing and exchange. It was highly reliable and capable of rapid preemption.

The 427M system, designed to modernize the system and improve efficiency, was initially "completely ineffective" and resulted in several World Military Command and Control System (WWMCCS) system failures.
In 1979 and 1980, there were several instances of false missile alerts triggered by the Chain Mountain complex system. For example, a computer chip can issue "wt haywire" and false missile warnings, increasing the possibility of accidentally starting a nuclear war based on false information. Staff analyzed the data to find that the alerts were inaccurate and updated systems to detect false alarms. Air Force G. James V. Hardinger said his primary duty was to provide Washington with an 'accurate, unequivocal, credible warning' that an attack on North America had begun. He explained that in 1979 and 1980 an average of about 6,700 messages were generated per hour and all were processed without error.
An off-site test facility in Colorado Springs was established by NORAD in late 1979 or early 1980 so that system modifications could be tested offline before being transferred to production. After another failure in 1980, the ill-fated computer chip was updated and staff and commander processes improved to better respond to alerts.
The November 1988 Chain Mountain Upgrade (CMU), designed to consolidate the five upgrade programs, was not installed because it was incompatible with Chain Mountain's other systems and did not meet specifications defined by deficiencies found during testing.

The five upgrade programs are CCPDS Replacemt (CCPDS-R), CSS Replacemt (CSS-R), Granite Stry Upgrade, SCIS and SPADOC 4.
And the 427M system was replaced by c. 1992. CSSR, SCIS, Granite Stry, CCPDS-R and their interface tested in 1997. Testing of the Granite Streak Nuclear Detonation (NUDET) data mining method found it inadequate.
